Just a brief sumary of points so far, please tell me if I missed anything:
VAMPIRE COUNTS
Army Book Preview
Lords:
No Vampire Lords or Necromancer Lords, only Vampire Counts
May have 100pts of Magic Items AND 100pts of Vampire Powers
Special Characters in this area include: Vlad von Carstein and Mannfred
Heroes:
Vampire Thralls (just called Vampires): Level 1 Wizard, may be upgraded to Level 2 (possibly by Vampire Powers)
Necromancer: Level 1 Wizard, less vital than before, perhaps closer to Liche Priests than traditional wizards
Wight Lord (now Wight Kings): Possibly T5
Special Characters in this area may include: Konrad and Isabella von Carstein
Wraiths are no longer heroes, but a skirmishing ethereal unit who may have Banshees as unit champions-scream works on all units, even if immune to psychology. Unknown classification.
Core
Skeletons: 7pts each, come with hand weapons and light armour (possibly shield)
Zombies: S2, T2, always strike last, cannot be joined by characters, cannot pursue, only troops that can be raised as a new unit, really cheap (est. 4pts)
Ghouls: No longer skirmishers, count as Undead, cheaper
Dire Wolves: Cheaper
Bat Swarms: Count as Undead (not that different to 7th ed. swarm rules anyway), about 30pts each.
Corpse Cart: Does not count towards minimum troop choices, possibly moves as per screaming bell (except with some independent movement), including Impact Hits. Very cheap, they can do some of these things (still uncertain: 1) Gives the zombies pulling it the Always Strike First special rule.
2) Bound spell that raises D6 zombies 3) Allows all Undead within 12" to march.

Grave Guard: May get new name, may be given Great Weapons
Black Knights: Ignore terrain as per ethereal stuff, but aren’t actually ethereal themselves. May not be able to gave barding.
Fell Bats: Cheaper
Spirit Hosts: Cheaper
Rare
Black Coach: 4+ ward save, feeding it with power dice (any wizard within 6" can do this) gives it enhanced abilities, roll a D6 for each D6 and on a 6 gain a new ability permanently. They are, in order(?): 1) Scythes, 2) Hatred, 3) Unknown, 4) Ethereal, 5) Fly
Knights of Blood Keep: Essentially Thralls on steeds. WS6, S5, T4, W2, A2, Frenzy (uncertain about frenzy), cost more than 50 pts each, lance, heavy armour, Barded Greater Nightmares with S4 (but not the terrain-crossing abilities Black Knights get)
Varghulf: M9, does not fly, has the stats of a large monster, such as a manticore or hydra, costs slightly less than 200pts. Possibly has regeneration and/or causes terror.
Special Rules
Undead rule modified slightly-you can now make Ward saves against wounds from combat resolution!
It is possible that all units within 12” of any vampire will be able to march, not just if they’re close to the general.
Might possibly be that the army general must be a vampire.
Necromancy
Spells all have a 6” shorter range than in the 6th ed. book. All casters have the Level 0 spell, which works like a Tomb Kings incantation and may be cast multiple times in a turn.
Spell Number Casting Level Effect
0 3+ (may be set) All casters automatically have this. Heals D6 wounds to an Undead unit. May be cast multiple times.
1 ?? Summons D6+4 Zombies
2 7+ Vanhels Danse Macabre. Works in two ways. Either you move a unit (assumed as per current), or you cast Hellish Vigour on it.
3 8+ (?) Gaze of Nagash. Nothing new.
4 11+ (?) Curse of Years. Not sure.
5 12+ Wind of Death (?). Every model in range (12”-unsure) OR selected unit suffer a S4 hit. May ignore armour saves (?). Creates a Spirit Host within 12” of the caster. Somehow.
6 12+ Summon Zombie Horde Raises 5D6+4 Zombies. Draw hits ground.
Magic Items and Vampire Powers (Bloodlines)
Crazy new game-winning items
Everything from the old list got a points reduction or effect boost except the Cursed Book (one use only) and the Book of Arkhan (more expensive)
Bloodline powers now called Vampire Powers, and has a generic list from which to make your own vampire bloodline, allowing all the old generic bloodlines to be created. Bought in addition to magic items (e.g., Vampire Counts get 100pts of Magic Items and 100pts of Bloodlines).
